Access Tiers & PPV Settings

Manage mobile content access tiers (Free, Supporter, Premium) and global Pay-Per-View settings for JamiyahTV.

These tiers control mobile user content access for JamiyahTV and Publications. They are separate from admin user access roles such as Viewer, Operator, Approver, and Admin.
Tier names, pricing, and entitlements are placeholders for prototype review. Final tier names, pricing, and entitlements will be confirmed by Jamiyah.

Access logic: Free users can access Free content. Supporter users can access Free and Supporter content. Premium users can access Free, Supporter, and Premium content. Locked JamiyahTV videos may allow Pay-Per-View if enabled by admin.
